Throne and Liberty fu annunciato da NCSoft nel novembre 2011 come Lineage Eternal, seguito del primo Lineage del 1998. Lo sviluppo fu lungo e pieno di rinvii, con un primo beta test in Corea nel 2016.

Dopo i risultati del beta, nel 2017 cambiò la guida del team e il gioco fu riorganizzato, cambiando motore e nome. Throne and Liberty è uscito in Corea e poi in Occidente con Amazon Games nel 2024.
