Arena Breakout nasce nei Morefun Studios, studio di Tencent Games, come sparatutto «extraction» per dispositivi mobili: si entra in una zona di guerra, si raccoglie equipaggiamento e bisogna uscirne vivi per tenerlo. Il gioco uscì in Cina nel luglio 2022 e nel resto del mondo un anno dopo; durante lo sviluppo il team ha dichiarato di aver preso come riferimento il genere reso celebre da Escape from Tarkov.

La versione per PC, Arena Breakout: Infinite, è stata sviluppata in oltre tre anni da un team di meno di cento persone con l'Unreal Engine, entrando in accesso anticipato nell'agosto 2024. Gran parte del lavoro tecnico ha riguardato l'ottimizzazione, con soluzioni pensate per portare effetti grafici avanzati anche su hardware meno potente.
