Dopo il successo di Divinity: Original Sin, lo studio belga Larian annunciò il seguito il 12 agosto 2015 e tornò su Kickstarter, spiegando di voler coinvolgere la comunità nello sviluppo e ampliare la propria visione. L'obiettivo di 500.000 dollari fu raggiunto in meno di dodici ore e la campagna superò i due milioni, sbloccando tutti gli obiettivi aggiuntivi.

La musica fu affidata a Borislav Slavov, dopo la scomparsa nel 2015 del compositore storico della serie, Kirill Pokrovsky. Il gioco entrò in accesso anticipato nel settembre 2016 e uscì il 14 settembre 2017: nonostante un blackout a Gand, sede dello studio, proprio il giorno del lancio, in una settimana raggiunse 75.000 giocatori contemporanei su Steam.
